Well, I am not sure what you really want, but to be honest, the best ever application, solution or available suite that I used to translate content is without a single doubt systran 6.0 (I couldn't find the latest version around internet; but their website has a great free translation option that you can try.

I am sure that many big multinational companies uses this application to translate official papers or documents inside their Intranet networks. So if you can find a copy of this solution, don't let it go.

Simple translation: google translator
The software I have tested:
1) WhiteSmoke: I used it for a long time. Useful for some grammatical doubts.
2) Grammarly: it is the software I use (and recommended) at the moment. It has integration with MS Word, google chrome.

Before submitting articles, in this order (depends on the $$ you have), I suggest:
1) aje.com
2) editage.com
